VinUniversity announced the second phase of its development strategy in Hanoi on June 9, 2025, including a program named VinUni 500 to recruit 500 scholars from around the world. Vingroup has pledged up to USD 372 million for this phase, and the university said its goal is to join the world's top 100 universities.

Under VinUni 500, the university intends to hire 10 senior academic leaders, 200 research-focused faculty members, 200 early-career researchers and 100 affiliated faculty. Faculty can receive an annual personal development grant of up to about USD 6,000, and outstanding researchers can receive seed funding of up to about USD 230,000. Roughly USD 60 million is allocated to campus expansion, including a new industry, innovation and research complex with advanced laboratories and a 1,000-seat conference center. The complex is expected to regularly host more than 600 scientists.

VinUniversity said it has about 1,500 students and plans to grow to 5,000, nearly half of them postgraduates. Research will be organized around five domains: brain, AI and robotics; health sciences; environmental intelligence; intelligent computing and data science; and policy development and sustainable societies. The university named Cornell University, the University of Pennsylvania and Nanyang Technological University among its partner institutions. The announcement came five years into the university's development.
